In the years before the fall of the Berlin Wall, youth gangs in West Berlin were a growing concern, with police efforts showing limited success. To address this, the Berlin Senate introduced street social work, and the organization Gangway was founded in 1990, expanding into East Berlin after reunification. Streetworkers engaged with youths across the city, offering support in a way that allowed them to decide when and how they would accept help.
